Development of an Objective and Scalable Tool to Evaluate Facility Management Models

How can we develop an objective, adaptable and professional tool to assess Facility Management models across diverse organisational contexts?

Context

Currently, there is no agile and objective tool that enables the standardised evaluation of Facility Management models. This lack makes it difficult to compare levels of professionalisation between departments and often leads to inaccurate perceptions of their real value within organisations. Structural differences, market maturity and available resources directly impact FM performance, complicating the ability to obtain consistent and meaningful diagnostics. It is essential to have a system that focuses exclusively on verifiable factors, enabling fair, contextualised assessments that are useful across different types of organisational environments.

Challenge orientation

This challenge proposes the development of a digital tool that is objective, flexible and professionally grounded, to evaluate FM management models across organisations with varying structures, resources and maturity levels. The solution must standardise the analysis, provide comparable and traceable results, and combine methodological rigour with ease of use. It should support the identification of improvement opportunities, justify strategic decisions, and strengthen FM’s positioning within the organisation. The tool must be replicable, aligned with industry best practices, and adaptable to operational contexts ranging from local entities to multinational groups.

Expected impact

The tool will centralise FM diagnostics into a single solution, eliminating subjectivity and supporting more objective, consistent evaluations. Its focus on comparable and traceable metrics will enable better-informed decisions, highlight the true contribution of FM, and reinforce its strategic relevance. In addition, its modular design and accessibility for a range of user profiles will facilitate large-scale implementation. The solution will also have cross-functional potential, making it applicable beyond FM in any organisational environment that requires a rigorous and strategic evaluation of internal structure and maturity.

How to participate?

Collaborating with the Observatorio FM is a personal and voluntary decision, and there is no contractual obligation or economic retribution for it.

Any interested person can apply to participate as a leader of a new project, or apply as a collaborator in an existing one.

A technical committee will evaluate the subject matter of the proposed projects and the applications of the participants, deciding which ones are carried out and by whom.

Each person decides how much they want to dedicate, depending on their availability or type of project. The aim is for it to be an altruistic activity and not an additional workload.

What does it consist of?

To promote and publish studies that help professionals in the sector and to help others understand our profession and discipline.

The results and deliverables are shared openly, always acknowledging the contributions of all authors and contributors.

The Observatorio FM’s activity will respect the objectivity, ethics, rigour and good practices that govern our Research area.

Contributors have access to the best collaborative tools, sectoral information and contacts, as well as the assistance of expert consultants and researchers at international level.
